Reimagining the old industrial railway to better serve the community.
Study overview
The Chicago Department of Transportation is working with community members to identify potential infrastructure improvements along the abandoned Burlington Northern Santa Fe (BNSF) railway right-of-way, from 16th Street & Sangamon Street to 32nd Street & Central Park Avenue, which passes through the Pilsen and Little Village neighborhoods.
Community engagement is underway in Pilsen, with Little Village outreach expected to begin in early 2026 before closing out with the active stretch of BNSF tracks running parallel to Blue Island.
Between 2010 and 2023 there have been several studies conducted in the area aiming to address community preservation, redeveloping or improving land use, increasing public open space, and housing affordability.
These previous studies showed that community residents would like to explore opportunities to use open public space for:
Safe Active Transportation and recreation for all ages
Connection to the river and neighboring parks
Creative Placemaking to build awareness of local history
Parks and Green Spaces to improve community health
Community engagement is essential to the success of this project
By reimagining how the BNSF railway right-of-way can be used, Pilsen and Little Village community members have a unique opportunity to encourage social connection, support the local economy, and preserve their neighborhood identity.
Through a series of meetings and activities, stakeholders — including residents, business owners, elected officials, and community organizations — will be able to voice specific issues and concerns, meaningfully participate in decision-making, and develop a clear vision for the space that will benefit their communities. Information about the project will be publicly accessible as the project progresses.
Throughout the course of this project, CDOT will be exploring a pilot process for Community Stewardship. This work will help determine how individuals, businesses, organizations, and community groups could actively participate as Community Stewards for the four-mile public use area.
